1. Acceptance of Terms
By downloading, installing, or using WeLiao (韦聊) ("the App", "Service"), you agree to be bound by these Terms. If you do not agree to these Terms, please do not use the App. These Terms constitute a legally binding agreement between you and Nanjing Lingdong Century Media Co., Ltd. (南京领动世纪传媒有限公司).
2. Description of Service
WeLiao (韦聊) is a messaging application built on the Matrix protocol, developed and operated by Nanjing Lingdong Century Media Co., Ltd. The App allows you to:
- Send and receive text messages, images, videos, and other media
- Create and participate in group chats
- Make voice and video calls
- Connect with other Matrix users across different servers
3. User Accounts and Responsibilities
3.1 Account Registration
- You must provide accurate and complete information when creating an account
- You are responsible for maintaining the confidentiality of your account credentials
- You must be at least 14 years old to use this Service. If you are between 14 and 18 years old, you should use this Service under the supervision of a parent or legal guardian
- You are responsible for all activities that occur under your account
3.2 User Conduct
You agree NOT to use the Service to:
- Engage in any illegal activities or violate any applicable laws and regulations of the People's Republic of China or any other jurisdiction
- Send spam, malware, or harmful content
- Harass, threaten, defame, or abuse other users
- Impersonate others or misrepresent your identity

- Disseminate information that is prohibited by the laws of the People's Republic of China, including but not limited to content that endangers national security, incites ethnic hatred, undermines social stability, spreads rumors, or contains obscene or violent material
- Engage in any activity that disrupts the normal operation of the Service
4. User-Generated Content

- You retain ownership of content you create and share through the Service
- By sharing content, you grant Nanjing Lingdong Century Media Co., Ltd. a limited, non-exclusive license to transmit, store, and process it as necessary for the operation of the Service
- You are solely responsible for all content you share, and you must ensure that it complies with applicable laws and regulations
4.2 Content Moderation
- We may review, remove, or restrict access to content that violates these Terms or applicable laws
- You can report abusive content and block users through the App
- We are not obligated to monitor all content but reserve the right to do so in compliance with applicable laws

- You may not copy, modify, distribute, sell, lease, reverse engineer, decompile, or disassemble the App or any part thereof

- The App uses the Matrix protocol (matrix.org)
- Some features may incorporate open-source software components, subject to their respective licenses
- Third-party content and services are subject to their respective terms and conditions
6. Privacy and Data Protection

- We process your personal information in accordance with applicable Chinese laws and regulations, including the Personal Information Protection Law (PIPL) and the Cybersecurity Law

7. Disclaimer of Warranties
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE." TO THE MAXIMUM EXTENT PERMITTED BY THE LAWS OF THE PEOPLE'S REPUBLIC OF CHINA, NANJING LINGDONG CENTURY MEDIA CO., LTD. MAKES NO WARRANTIES, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO:
- MERCHANTABILITY
- FITNESS FOR A PARTICULAR PURPOSE
- NON-INFRINGEMENT
- SECURITY OR ACCURACY
We do not warrant that:
- The Service will be uninterrupted, timely, secure, or error-free
- Messages will be delivered successfully in all circumstances
- The Service will meet your specific requirements
- Any defects in the Service will be corrected
8. Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY THE LAWS OF THE PEOPLE'S REPUBLIC OF CHINA:
- Nanjing Lingdong Century Media Co., Ltd. shall not be liable for any indirect, incidental, special, consequential, or punitive damages
- We shall not be liable for any loss of data, profits, revenue, or business opportunities arising from your use of or inability to use the Service
- Our total aggregate liability shall not exceed the amount you have actually paid to us for the Service (if any) in the twelve (12) months preceding the event giving rise to the claim

10. Account Termination
10.1 Termination by You
- You may stop using the Service at any time
- You may delete your account through Settings → Account Settings → Delete Account

10.2 Termination by Us
Nanjing Lingdong Century Media Co., Ltd. may suspend or terminate your access to the Service, with or without notice, if you:
- Violate these Terms or any applicable laws and regulations
- Engage in fraudulent, illegal, or harmful activity
- Create risk or legal exposure for the company or other users
- Fail to comply with requests from regulatory or law enforcement authorities
10.3 Effect of Termination
- Your right to use the Service ends immediately upon termination
- We may delete your account data in accordance with our Privacy Policy and applicable laws
- Provisions that by their nature should survive termination (including Sections 5, 7, 8, 9, 12, and 13) shall remain in effect
11. Modifications to Service and Terms

- We may modify, update, suspend, or discontinue any feature of the Service at any time
- We will endeavor to provide reasonable prior notice of significant changes

- If you do not agree with the updated Terms, you should stop using the Service
12. Governing Law and Dispute Resolution

These Terms shall be governed by and construed in accordance with the laws of the People's Republic of China (for the purpose of these Terms, excluding Hong Kong SAR, Macau SAR, and Taiwan).
12.2 Dispute Resolution
Any dispute, controversy, or claim arising out of or relating to these Terms or the Service shall be resolved as follows:

- Litigation: If the dispute cannot be resolved through negotiation within thirty (30) days, either party may submit the dispute to the competent People's Court in Nanjing, Jiangsu Province, People's Republic of China.
13. General Provisions

These Terms, together with the Privacy Policy, constitute the entire agreement between you and Nanjing Lingdong Century Media Co., Ltd. regarding the use of the Service.
13.2 Severability
If any provision of these Terms is found to be invalid or unenforceable by a competent court, the remaining provisions shall remain in full force and effect.

Neither party shall be liable for failure or delay in performance due to causes beyond its reasonable control, including but not limited to natural disasters, war, terrorism, government actions, network failures, power outages, or other force majeure events.
